Serious Bug - Free Downloads

I have set up a free download for a prom, limited to one per person. It tells everyone that they have reached their download limit even though they have not downloaded anything yet. Only if I change to permitted number of downloads to "0" (allowing unlimited downloads) can anyone download anything. Please help. I have 300 kids mad at me!

Sounds like they are all connected to the same network and have the same IP address. It checks their IP address to see if they have downloaded.

No, they are different IP addresses., except for one who tried to fool the system by using a different email address at the same IP. I had my daughter who lives across town try it and she couldn't either. Two of the people were on Cell Networks. I finally had to set it up as a bonus coupon with a limit of one and that worked. For testing purposes, is there a way that an administrator can bypass the IP lookup so that it will let us test? Is anyone else having this problem? If not, maybe I have something set up wrong, since this is my first attempt to use free downloads.
