How Do I Test Or Know That A Coupon Code Is Working?

See below images -- one if from the client that used a code and it took her to the payment page and showed that she still owed the same amount.
I attempted to go through the transaction as a client, and could not tell if the coupon was applied.
I look in the clients shopping cart and it shows and $85 cart (dont know if that is her cart or mine as I attempted it to replicate it.
I have the coupon code set to a minimum purchase of $85 and with a set discount of $85 -- must pay tax and shipping. What are we doing wrong?

It is likely whatever you have in your cart is marked as do not allow discounting. Edit whatever is in your cart and check that option.
