I am trying to change the background color of the eGift card. I placed 3D5C1A entered than clicked on the save button. It reverts back to the default 3D7082 blue. So I tried the enter my own code and found background-color: rgb(61, 112, 130); I changed the numbers to 61, 92, 26. Then selected the Apply link. The coupon does change color but when I refresh the page it reverts back to the 61, 112, 130. My desired color was not saved.

If it is not saving when clicking the Save Style button, most likely when you save it is triggering mod security on your hosting from the HTML code being posted which is keeping it from being saved. Mod security is good, but has a lot of false positives like this.
You would need to contact your hosting company and let them know you are triggering mod security and they should be able to whitelist the rule you are triggering.
