You can add Headings & text -> Plain text area with text editor. Then check the option for background color and make other adjustments. See first attached screenshot.
Then add a button design element below it and adjust the top margin so it goes over the text area. Second screenshot.

Yes, I can do that, but the element on your demo page seems to suggest that this is a design element on it's own with it's own set of controls.

It looks like I removed that one for some reason because it is commented out of the code, but don't know why or when. I will have to add it back and see if I can figure out why (it may not have been complete). Sorry it is not available right now.
