Is it possible for customers to only be required to create an account on pre-orders and not other orders? I tried to do this through the pricelist but that does not seem to work.

IF the customers are coming back to select photos for their PRE-ORDERED packages, it will FORCE them to create an account at checkout. Like the circled part in the attached screenshot from Price List Settings.
OTHERWISE, you would have to force EVERYONE to create an account in Settings -> Checkout & Payment.
There it NOT an option to make it just for a certain gallery or pre-orders.

I haven't used pre-orders before, but just curious .. if someone pre-bought $50 with me today expecting little, then I uploaded their gallery in a few weeks time and they were like "whoa, so good, I need to upgrade this to a better package deal for eleventy billion dollars minus the $50 I already paid!" can they do that ? Thanks :)

Customers can purchase more after they see the pictures. If you assign a credit to their account of $50 (that they prebought) then it will just take $50 off their entire purchase. If they prebought an actual package/products, I don't think they can switch the package but they can always add more to their purchase.
