How do I add a one time charge option for retouching on a pre order gallery. It seems when I add it to the price list as a image option it doesn't show up anywhere, I guess because there is no image? Also I need it to be free after if customer spends so much. Is this possible?

Image options don't work with pre-orders because there are no photos. You could add it as a product like your standard prints (Photo Products -> Product Base). Not a way to make it free over a certain amount.
