Problems With Quantity Discounts

I want to give discounts as follows
1 for €15.00
2 for €28 (i.e €14.00 per image)
3 and more €13.00 per image.
When I set it up with 2-3 for €14.00. My shopping cart showed one image as €14.00 as well.
I also tried 2-2 for €14.00 as well, with the same result.
What am I doing wrong?

The quantity discounts are set up to be a? "price each" ... not tiered discounting (like you are describing) . But you can pretty much set of the quantity discounts to get about the same result.
Example, say you are wanting to do something like $50 for the first photo, then $25 for each additional (which would be tiered discounting). Since that is not possible right now, you can set up the quantity discounts like this.
In this example, if they purchased 2 it would be $75, 3 would be $100, and so on. So set up the quantity discounts something like this.
?$50 price for one.
?Quantity: 2-2 : $37.50 (which would equal $75 for 2)
Quantity 3-3: $33.33 (which would equal $99.99 for 3).
Quantity 4-4: $31.25 (which would equal $125 for 4).
and so on.

I did that on the stand alone version and it did not work. If you were buying one image, it went to the "for 2" price.
I will try on the live site and see does it work.
