MetaData options are shown on the Settings link as well the MetaData section on each page, including the home page.
When is it advisable to use the Settings link metadata instead of each page and if using each page does the page control over the Settings metadata area?

The meta data in Settings -> Metadata is the default meta description and keywords.
If you enter in metadata for individual pages, it will use that instead.
If there is no metadata for the individual page and there is text for the page, it will use the text for the page as the metadata.
