Please add an item type that allows the user to enter their own amount. I need this for a gratuity or partial payment option.

You could do that by creating a product in a "store" type page and give them a selection of denomination. Might be a work around for you for now. But yes i like that idea too.

The workaround I have been using is to create a $1 item and have the user enter a qty to get to the total but it is kind of a clunky solution.
This would also be used for a customer to buy a gift certificate and specify an amount.

I may have miss lead you a bit, what i was referring to as far as gift certificates the E-Card allows you to have customers put in their own amount along with a preset amounts. I think tim could use this same format for gratuity. Might even be away to duplicate the E-card and change the text. Text and graphics can be changed in the E-Card admin area. Like you said the way you are doing it now is clucky, that's why a Gratuity page (store page) would be easy to navigate. Set the product to no shipping and not taxable and give them 1,2,5,10,20,50 ETC. for gratuity. I just left the page named store. but both together makes it less clunky. see below
