Login Page Vs Account Page

The account page has a big heading showing what the page is while the login page only has a little heading and get harder to know what that page is. can that be fixed

The login is using a <H3> tag. The create account page is using a <H1> tag. Not sure why I have it this way, but there isn't a way around it.
