Sorry, Something Is Wrong With The Order Numbers Message

Hello,
Client placed an order and instead of getting a thank you for your order message she got the "Sorry, something is wrong with the order numbers." Even though her order went through. I am now using PayPal to process payments. Why did this happen? Where is this message even located in the system?
Also, is there a way to redirect orders to a thank you page?

That error will show if a certain variable that is sent back isn't all numbers (a security check) based on theor IP address. I am thinking it could be that their IP address is a IPv6 IP which may contain semicolons.
View their account in the admin or their order and it will show an IP address. What is that IP address?
There is not a way to redirect to another page. It will direct to their order they just placed.
