Attention
If your Photo Cart is suddenly getting a 500 error or only displaying a blank page then you or your hosting company has updated the PHP (programming language) to PHP 7 which Photo Cart is not compatible with (and will not be compatible with) mainly because of the removal of the my_sql functions which are replaced with my_sqli functions.
You would need to have the PHP version downgraded to 5.6 in order for Photo Cart to work. If downgrading the PHP doesn't work then you may have to update Photo Cart to the last version of 7. Download Photo Cart 7 upgrade files. Upgrade instructions.

I know I am overlooking this. How do I set the default image size for thumbnails in the gallery view? Specifically the horizontal images (they are appearing very small while the vertical images are fine)

Looks like you are not specifying the same value for the width and height of thumbnails. For example, you should use the same value for both, like 200x200 or 300x300 (not 200x300 or 300x200)

I added a cover photo set at 350x350 on all of these galleries. The verticals are larger.

Since thumbnails preserve aspect ratio, portrait images will be taller than landscape images but the "long" edge of the thumbnail should be the same length (350 pixels, in your example). If you want identical thumbnails, choose the "square" option which crops the thumbnail to its "square" center portion.
